Description of Project QHSE Manager

Purpose
The Project QHSE Manager will provide the Project Manager with continuous advice and support to ensure that the project operations are conducted in accordance with the requirements of the QHSE Management System and to ensure that QHSE remains an integral part of the business and equal in priority to production and profitability.

Reports To: Project Manager. Functionally to the Geomarket QHSE Manager

Responsibilities:
• Develops Project Manager’s awareness and ensures that Quality and HSE are an integral part of the project objectives.
• Assists the Project Manager:
- Reducing accidents year on year towards the ultimate goal of zero accidents;
- Contributing to, maintaining, implementing and improving the Service Quality (SQ) Management System;
- Defining the project QHSE objectives, in line with the client objectives;
- Liaising with clients, third party contractors and agencies regarding QHSE
- Assessing project specific QHSE risks;
- Preparing the QHSE plans required to ensure optimum minimization of the project risks and compliance to QHSE policies, standards and procedures.
- Defining and deploying project QHSE training
- Supporting project specific QHSE initiatives;
• Prepares a project Bridging Document between the company, the client and third party contractors to clearly establish which policies are standards will be applicable.
• Coordination with the Security Manager for the locations involved in the project, to address and be involved with the security mitigation measures for the project.
• Ensures that all project specific QHSE risks are identified, assessed and that appropriate risk management plans are implemented.
• Ensures that adequate QHSE training is provided to all project personnel, including contractors, to meet the project needs.
• Ensure that all new project participants and visitors receive a project orientation tailored for their involvement in the project and that this orientation is recorded in the employees’ QHSE Passports.
• Ensures that all accidents are properly notified in QUEST, investigated, reviewed and followed up, as per the Schlumberger QHSE Reporting standards 2 (HSE and SQ) and participates in investigations of major failures and accidents, as required by the standards.
• Advises the Project Manager on corrective action required.
• Enter all SafetyNet data and the company's QHSE scorecard data in QUEST on a timely basis.
• Guide and support the Loss Prevention Team (LPT), the Quality Implementation Teams (QIT’s) and the Quality Steering Committee (QSC) as required.
• Ensures that best practices, lessons learned and alerts are available and distributed via InTouch.
• Ensure that all regulatory, legislative, client (contractual) and Schlumberger reporting requirements are met.
• Leads the company's Service Quality audit self assessment and monitors the closure of the remedial work plan.
• Lead weekly project QHSE meetings and co-ordinate monthly QHSE meetings with the client. Co-ordinate monthly Service Quality meeting with all OFS segments and third party contractors.
• Ensure that the project specific Emergency Response Plan (ERP) is consistent with the OFS location ERP and is well communicate to all project participants and local communities if applicable. Conduct regular drills to ensure readiness in a variety of emergencies.
• Prepare a Site Environmental History File and verify its accuracy on a quarterly basis.
• Implement and manage a QHSE recognition program to foster the active participation of all project participants in QHSE initiatives.
• Develops Quality and HSE partnerships with clients, suppliers/contractors and promotes Schlumberger QHSE leadership within the Industry.
• Keeps abreast of any new development or policy related to QHSE and informs the Project Manager accordingly
• Ensures regular updating of personal certifications and attends to personal training as required.

Skills required for Project QHSE Manager

Education:
• Technology degree or equivalent

Experience:
• Minimum 5 years experience in a QHSE position.
• Experience in a location with a High Security status would be beneficial.
Remarks Job Rotation 5 weeks on/off
