Description of Drilling Supervisor

Job Scope:
• To ensure that Drilling, Workover and Completion operations are carried out in accordance with approved operational programs, including any revisions sanctioned by management.

Job Objectives:
• To protect company’s commercial interest, safety of all individuals at the well site, the environment and contractor’s equipment.
• As company’s on-site representative, to ensure work is completed in accordance with the drilling program, Company operating and safety policies and good oilfield practices and in keeping with all applicable regulatory requirements.

Job Responsibilities:
• To supervise and ensure work progresses in accordance with company approved drilling, workover and completion programs.
• Monitor and maintain adequate inventories of critical equipment and materials considering the time required for re-supply.
• Remain aware of whole conditions and trends in order to anticipate potential problems.
Discuss potential problem with the appropriate company supervisor and provide all relevant facts and observations.
• Ensure through the appointed positions that materials, equipment and are timely and effectively mobilized/demobilized.
• Ensure that all activities are reported in a timely manner and recorded fully and accurately.
• Ensure that every piece of equipment run into the well has been callipered, measured (length, OD, ID e.t.c.) and that the measurements are accurate.
• Visually inspect every equipment on location that has to do with the operations and ensure they are certified for the intended purposes.
• Responsible for ensuring that the wellbore takes or displaces the proper amount of fluid on all trips.
• Take responsibility for all pipe tallies, particularly those regarding critical operations such as casing and liner jobs, kick off points, top of fish, packer depth e.t.c.
• Perform quality control checks prior to all casing and cementing jobs.
• Ensure that all pressure seals in the BOP and wellhead are properly installed and pressure tested according to the drilling program or operational procedure.
• Lead pre-job safety meetings and all other HSE meetings at the rig site.
• Supervise the investigation and documentation of all accidents and equipment failures.
• Train and mentor company drilling engineers assigned to the rig.

Skills required for Drilling Supervisor

Requirements:
• Minimum of Bachelor’s degree or Higher Diploma in Engineering or Sciences
• Must possess a valid IWCF Well Control certificate or equivalent.
• A valid ,medical certificate
• At least 8 years experience in Drilling, Workover & Completion Engineering (5 years for night Drilling Supervisor) with the last 2 years spent on land rig operations.
• Familiar with IADC codes and API standards
• Strong team player in a multidiscipline environment
• Good written and verbal communication skills: fluent in English language

Description of Project QHSE Manager

Purpose
The Project QHSE Manager will provide the Project Manager with continuous advice and support to ensure that the project operations are conducted in accordance with the requirements of the QHSE Management System and to ensure that QHSE remains an integral part of the business and equal in priority to production and profitability.

Reports To: Project Manager. Functionally to the Geomarket QHSE Manager

Responsibilities:
• Develops Project Manager’s awareness and ensures that Quality and HSE are an integral part of the project objectives.
• Assists the Project Manager:
- Reducing accidents year on year towards the ultimate goal of zero accidents;
- Contributing to, maintaining, implementing and improving the Service Quality (SQ) Management System;
- Defining the project QHSE objectives, in line with the client objectives;
- Liaising with clients, third party contractors and agencies regarding QHSE
- Assessing project specific QHSE risks;
- Preparing the QHSE plans required to ensure optimum minimization of the project risks and compliance to QHSE policies, standards and procedures.
- Defining and deploying project QHSE training
- Supporting project specific QHSE initiatives;
• Prepares a project Bridging Document between the company, the client and third party contractors to clearly establish which policies are standards will be applicable.
• Coordination with the Security Manager for the locations involved in the project, to address and be involved with the security mitigation measures for the project.
• Ensures that all project specific QHSE risks are identified, assessed and that appropriate risk management plans are implemented.
• Ensures that adequate QHSE training is provided to all project personnel, including contractors, to meet the project needs.
• Ensure that all new project participants and visitors receive a project orientation tailored for their involvement in the project and that this orientation is recorded in the employees’ QHSE Passports.
• Ensures that all accidents are properly notified in QUEST, investigated, reviewed and followed up, as per the Schlumberger QHSE Reporting standards 2 (HSE and SQ) and participates in investigations of major failures and accidents, as required by the standards.
• Advises the Project Manager on corrective action required.
• Enter all SafetyNet data and the company's QHSE scorecard data in QUEST on a timely basis.
• Guide and support the Loss Prevention Team (LPT), the Quality Implementation Teams (QIT’s) and the Quality Steering Committee (QSC) as required.
• Ensures that best practices, lessons learned and alerts are available and distributed via InTouch.
• Ensure that all regulatory, legislative, client (contractual) and Schlumberger reporting requirements are met.
• Leads the company's Service Quality audit self assessment and monitors the closure of the remedial work plan.
• Lead weekly project QHSE meetings and co-ordinate monthly QHSE meetings with the client. Co-ordinate monthly Service Quality meeting with all OFS segments and third party contractors.
• Ensure that the project specific Emergency Response Plan (ERP) is consistent with the OFS location ERP and is well communicate to all project participants and local communities if applicable. Conduct regular drills to ensure readiness in a variety of emergencies.
• Prepare a Site Environmental History File and verify its accuracy on a quarterly basis.
• Implement and manage a QHSE recognition program to foster the active participation of all project participants in QHSE initiatives.
• Develops Quality and HSE partnerships with clients, suppliers/contractors and promotes Schlumberger QHSE leadership within the Industry.
• Keeps abreast of any new development or policy related to QHSE and informs the Project Manager accordingly
• Ensures regular updating of personal certifications and attends to personal training as required.

Skills required for Project QHSE Manager

Education:
• Technology degree or equivalent

Experience:
• Minimum 5 years experience in a QHSE position.
• Experience in a location with a High Security status would be beneficial.

Rising crude oil gives boost to offshore service providers

Drilling and offshore service providers, such as Great Ship and Dolphin Offshore, expect a revival in demand for services as the price of crude oil has stabilised in the range of $70 to $80 per barrel.

Explorations at high costs became unviable when Brent, the benchmark crude oil price, crumbled from a high of over $145 per barrel in July 2008 to just $34 per barrel in December 2008 due to the economic slowdown.

Many oil producers shelved their plans for exploration as the economic downturn coincided with the drop in oil prices. This led to the global supply of assets like rigs and platform supply vessels (PSVs) exceeding the demand for them.

According to industry analysts, the average charter rates for jack-up rigs of 300-foot water depth has dropped to $136,000 (over Rs 63 lakh) a day from a high of over $200,000 (over Rs 93 lakh) a day in mid-2008. The charter rate for PSVs of over 2,000 dead weight tonne has dropped to $5,600 (over Rs 2.61 lakh) a day now from $42,000 (nearly Rs 20 lakh) a day a year ago.

In addition, West Asia is expected to see an investment of $16 billion (nearly Rs 75,000 crore) for the development of oil fields by such countries as Iran, Qatar and Abu Dhabi.

“With oil steady at over $70 (over Rs 3,200) a barrel and with the credit crisis easing out, demand would be back to an extent,” Great Ship Managing Director Ravi K Sheth said. Great Ship is a subsidiary of India’s largest private shipping company Great Eastern Shipping.

“Demand usually has a six-month lag. So, the real impact would be seen if oil prices sustain at these levels till then,” he added. Great Ship is currently operating two rigs and has chartered out 14 vessels, with 14 more vessels on order for supply.

“Globally, the utilisation level for rigs would pick up in 2010 and this would eventually help get better rates for these assets,” said Ramesh Singhal, chief executive officer of Navi Mumbai-based i-Maritime shipping consultancy. The global utilisation levels for rigs have dropped to 80 per cent from 87 per cent a year ago. In India, there are 47 rigs deployed by Indian as well as international service providers currently.

Apart from rigs, the demand for other offshore services is also expected to pick up.

“We expect restoration of offshore works overseas,” said Satpal Singh, managing director and chief executive officer of Dolphin Offshore, which executes offshore projects on a turnkey basis. It provides all three dimensions of marine constructions, including diving services, marine operations and topside fabrication service for making platforms.

Due to the downturn, some of the recent contracts with Indian oil producers were executing at rates 15-20 per cent lower than the normal budget. India’s two largest rig and offshore service providers Aban Offshore and Great Offshore were not available for comment.

First turbine erected at Thanet offshore wind farm

European energy company Vattenfall has erected the first of 100 Vestas V90 turbines at the 300MW Thanet offshore wind farm off the Kent coast.

Vattenfall finished the erection of the turbine last Wednesday (December 9) at dawn.

The Thanet Offshore Wind Farm, located 12 kilometres off Foreness Point on the Kent coast, has been under construction since 2008 and all 100 wind turbines are due to start generating electricity in the second half of 2010.

Offshore works began in April 2009, with the Sea Jack offshore construction vessel putting in the monopile foundations for each of the wind turbines planned for the site (see this NewEnergyFocus.com story).

David Hodkinson, head of development at Vattenfall Wind Power in the UK, said: "The erection of the first wind turbine at Thanet is a fantastic achievement and we now look to make good progress towards completing the project in 2010.

"We really appreciate the continued high levels of public support from people and businesses in Kent and we would like to acknowledge the incredible efforts our suppliers, including turbine supplier Vestas, have put in to help us reach this important milestone."

Capacity
On completion, the wind farm will comprise of 100 Vestas V90 wind turbines and have a total capacity of 300MW. Vattenfall claims that this is sufficient to supply approximately the equivalent of 240,000 homes per year with clean energy.

Last month, the European Investment Bank (EIB) announced that Thanet was one of six wind farms under consideration for a share of £300 million funding to help connect it to the mainland via a series of high voltage cables (see this NewEnergyFocus.com story).

The wind farm will be located in water depths of 20-25m and cover an area of 35km2. Each turbine will be up to 115m tall at its highest point, with a minimum clearance above sea level of 22m. The distance between turbines is set to be approximately 500m along rows and 800m between rows.
